MEET OUR STAFF
Chief Eichelkraut began his law enforcement career as a part-time officer at the Belleville Police Department in May 1990. While continuing part-time in Belleville, he subsequently worked as an officer for the Black Earth Police Department and worked in patrol, dispatch, and as a jailer with the Green County Sheriff’s Department. He was then hired as a full-time officer in Belleville in 2001, promoted to Sergeant in 2003, and selected as Chief of Police in 2012.
Chief Eichelkraut is a graduate of the Northwestern School of Police Staff and Command and continues to earn Continuing Education credits. He has also spent many hours in specialized training and has earned certificates in Evidence Technician, Intoximeter, Radar, and numerous other areas. He has been a member of the Belleville Area EMS since 1985 and is a former member of the Belleville Fire Department.
In his off-duty time, Chief Eichelkraut enjoys spending time with his family, especially his grandchildren, and traveling to Florida and the Northwoods
Officer Beiersdorf received degrees in Criminal Justice and Firefighter I and II from Western Wisconsin Technical College in La Crosse, Wisconsin in 1998. Prior to joining the Belleville Police Department, Officer Beiersdorf was an officer with the Deerfield, Black Earth, and Camp Douglas Police Departments and the Juneau County Sheriff’s Office.

Police Officer James Mankowski has been a police officer since 1997. He joined the Belleville Police Department in September 1999. Officer Mankowski is a Southwest Wisconsin Technical College police recruit graduate. For a short time in 2019, he served the City of Ridgely Tennessee Police Department and received his Tennessee POST Commission after attending the Tennessee Law Enforcement Training Academy in Nashville. Currently, Officer Mankowski serves as the Chief of Police in the City of Neillsville. Officer Mankowski is the department’s firearms instructor.
Nicole attended Blackhawk Technical College where she majored in Criminal Justice and Legal Administrative Professional degrees. Prior to joining the Belleville Police Department, she worked as a records clerk at the City of Madison Police Department and the City of Beloit Police Department.
Sergeant Hultine received a Bachelor of Science degree from the University of Wisconsin-Madison in 2000 and graduated from the Law Enforcement Recruit Academy at M.A.T.C. in 2001. She joined the Belleville Police Department in 2004 and was promoted to Sergeant in January 2018. Prior to joining the Belleville Police Department, she was a Wisconsin DNR Officer. Sergeant Hultine is the Field Training Officer for the Department and also serves as Mounted Patrol Officer on her Quarter Horses, Monty, Captain, and Taser.
Officer Pharo received an Associate Degree in Criminal Justice from Madison College and graduated from Law Enforcement Academy in 2017. Prior to joining the Belleville Police Department, Officer Pharo worked as Fire Watch at Epic Systems in Verona and coached shot put and discus at Mount Horeb High School.
Officer Eucker graduated from Tiffin University in April 2016 with a Bachelor of Science Degree in Criminal Justice. She completed the Blackhawk Technical College police academy in October 2017. Prior to joining the Belleville Police Department, she was an officer with the Janesville Police Department, and worked at The Buckle.
Officer Larson received an Associate Degree in Criminal Justice from M.A.T.C. and graduated from the Law Enforcement Recruit Academy at Fox Valley Technical College. Officer Larson was previously a full-time officer at the Belleville Police Department; other positions were Police Officer at Oregon Police Department and Monroe Police Department, and Correctional Officer at the Outagamie County Sheriff’s Department.
